Swear In Ceremony
Governor Rick Scott has a residence in the Naples area and interacted with Carmine Marceno prior to Marceno being appointed Interim Sheriff. There is at least one documented event involving a letter that was sent from Governor Rick Scott to Corporal Carmine Marceno on December 4th, 2012 expressing his congratulation for his Community Award. (Exhibit 2)
Governor Rick Scott appointed Carmine Marceno to Interim Sheriff of Lee County and attended the swearing in ceremony at the McGregor Baptist Church on October 1st, 2020. (Exhibit 1) No Governor in the State of Florida has ever attended a swearing in ceremony for a Lee County Sheriff.
At the time of appointment Governor Rick Scott had received at least three additional applications from other more qualified candidates for the position. These three candidates held high levels of command of operational units in law enforcement, held various college and university degrees and had no background issues in their careers.
Pior to the appointment of Carmine Marceno a FDLE background investigation was conducted at the direction of the Governor's Office which resulted in a one and half page review that basically check for any arrests or warrants (Exhibit 3) . If FDLE had conducted a full background check as required for police officers entering law enforcement in the State of Florida they would have found a number of issues that would have precluded the appointment of Carmine Marceno to Interim Sheriff. More specifically FDLE would have found in the background check at Collier County Sheriff Office a number of troubling issues which included a recommendation not to hire. (Exhibit 4).
In the summer months of 2019 events began to develop in which details of an inapproiate relationship between Interim Sheriff Carmine Marceno and a female (reporting a crime) had taken place. According to the Lee County Sheriff Office FaceBook, "Senator Rick Scott met with Sheriff Carmine Marceno and LCSO staff at Lee County Sheriff Office headquarters. Senator Scott wished to thank Sheriff Marceno and his team for their hard work and dedication to keeping the residents of Lee County safe." (Exhibit 5) There is no evidence that the Lee County Sheriff Office has ever had the privilege of a sitting Senator from Washington DC visiting the LCSO to express appreciation for the job the Sheriff was doing.
