When a Public Official spends tax funds is there a requirement that those funds go to a public purpose with the office or employment that the Public Official has oversight and control of? Has Carmine Marceno spent money from both the Lee County Sheriff Office Budget and from the Law Enforcment Trust Funds (LEFT) to and for various purposes that would be more self serving than for a public purpose. This section contains a number of expenditures that may concern the citizens of Lee County. Each budget year the Sheriff of Lee County submits to the Board of County Commissioners (BOCC) the needed funds to operate the Lee County Sheriff Office. (Item #1 FSS Chapter 30, Section 49)
The BOCC approves the expenditures on the "needs" of the Sheriff's Office to properly provide the services to the community.
The Lee Enforcement Forfeiture Funds (LEFT) are also under the oversight of the BOCC (Item #2 FSS 932). As you review the expenditures of Carmine Marceno ask yourself:
(1) Are the funds being spent for a public purpose or for a self-serving purpose
(2) Is the BOCC fulfilling their statutory responsibility to the citizens of Lee County.
Review the attached Issues in this Sub-Section and formulate your own conclusion as to the funds being spent for a public purpose or for a self-serving purpose. Ask the question, "Is the BOCC conducting proper oversight of the entrusted tax payers funds".
